The communication important information about the form for tranche one ,information from NZSBA going to Boards, including templates and updates from MoE PDM team.

This information is coming to you in a number of ways, including us, to make sure we get to everyone.

This comms gives you three pieces of information.

  1. From the Ministry of Education is the process to go through to access the Curriculum Change allowance. You may will get this information twice, but we are sending out as well to ensure we capture all members as emails vary.

  2. Information being sent to Boards from NZSB that summarises the PLD fund criteria as well as an application form template and checklist for principals and Boards to fill in. As I have already indicated the OAG is looking for greater rigour and accountability and this s NZSBA’s response.

    You are receiving this email as our records show you are covered by the terms of the Primary Principal (PPCBU) Collective Agreement.

    If you are an Acting Principal or are not covered by the PPCBU collective agreement, you will not be eligible for the changes to the PPCBU agreement. Please let us know by responding to this email and we will update our records.

    The presiding member of your School Board is included in this email to ensure your employer is aware of the changes to your terms and conditions and the criteria for the new Professional Learning and Development (PLD) Fund.

    Changes to the PPCBU agreement

    The Primary Principal (PPCBU) Collective Agreement was varied by mutual agreement on 9 March 2026.

    The variation introduced a new clause that provides for PLD funding or an allowance.

    The clause (cl. 6.2.15) allows principals to choose between:

    1. PLD fund payment, paid to School Boards for the principal’s use according to the fund criteria or

    2. Curriculum Change allowance, paid directly to principals as remuneration.

    Both options above are provided in five payments of $3,000 over the term of the agreement. This replaces the previous structure of two payments of $6,000 for PLD.

    Principals are able to choose whether each of these payments will be paid directly to them as a Curriculum Change allowance or to their school to be used for their own PLD, in line with the Fund Criteria linked below.

    Process to opt for the Curriculum Change allowance

    To opt for the first tranche payment of the Curriculum Change allowance instead of the PLD fund, principals must complete the form below by 14 April 2026.

    Principals do not need to complete the form if they wish to receive the PLD fund payment as detailed in #1 above. This is the default option and will occur automatically if you are eligible.

    Only principals covered by the PPCBU collective agreement, or the IEA promulgated on 13 March 2026, and wish to receive the curriculum change allowance, need to complete this form.

    Change allowance

    This form is for the first tranche payment, which applies to principals working in the 4 – 17 March 2026 period. The tranche 1 allowance will be paid on 26 May 2026.

    The PLD fund payment will be paid to your school as a tagged line in the operational fund by 9 June 2026.

    This process will be required for each of the five tranche payments. For the second tranche payment, you will be notified in July of the available form ahead of the next tranche payment.

    PLD fund (DEFAULT OPTION)

    The PLD fund is a provision paid to school boards for principals to use in accordance with the criteria agreed between the Ministry and the PPCBU. These criteria have been revised and are available here: PLD Fund Criteria (v2.0)

    For School Boards

    Principals on an IEA signed before 13 March 2026 will need to be offered the new PPCBU IEA to be eligible for the process outlined above. The IEA is available here.

    Professional Development Funding for Principal Leadership (PPCA-PPCBU)

3. MoE have expanded the map to include offerings from professional registered coaches, Australian Universities, Australian principal associations and All-of-Government PLD suppliers. In total over 150 new offerings have been added in 2026, and new listings are being added regularly.

They have developed a new onboarding process for providers that are not pre-approved or externally regulated. they will begin the first intake of providers this month.
